Community NextGen Updates

CIROH DocuHub and Portal now redirect to Hub. All existing links to DocuHub and Portal remain fully functional and will redirect to the corresponding page on the Hub.

In this latest release, forcingprocessor has been enhanced with the capability of generating NextGen troute restart files from NWM standard analysis/assimilation outputs, a novel feature by Quinn Lee. Additional changes focus on implementation of the uv package manager and python version upgrade to 3.11 by Kamal Chowdhury and Harsha Vemula.

The updates this release focus on enhancements to the routing-only tooling by adding file/path validation and improving resource usage through tuning t-route run parameters.

In the most important release yet, The NRDS system has successfully implemented GitHub Actions workflows to deploy the CFE NOM NextGen hydrologic simulation datastream using an automated pipeline. This new CI/CD capability has since allowed for the rapid deployment of three additional datastreams: the NWM->NextGen forcing processing, routing-only, and lstm_0 datastreams. These first datastream deployments demonstrates the uniquely powerful ability to modify and scale the NRDS numerical prediction system just through individual pull requests to this repository.

This release introduces major architectural changes and new features. A core change in this release is the integration of Apache Iceberg as the underlying table format for TEEHR evaluations. In addition to local warehouse support, users now have access to the TEEHR-Cloud data warehouse hosted on AWS S3 via the download methods, which provides CONUS-scale historical and real-time NWM simulations and forecasts ready for evaluation. This release adds a new 'Five Ways to Run NGIAB' section, a homepage stat fix, and includes CI/CD changes along with updated copyright notices.

This PR updates pandas version to 2.0 to resolve compatibility errors during forcings generation.
